To apply for a provisional driving licence you need a passport as identification. does the passport have to be?

does the passport have to be valid as it expired couple of years ago,am not going abroad anytime soon, therefore the cost of the provisional and the cost of renewing passport will work out expensive. can anyone please help or advise me on this please. thanks in advance!!
